PAUL DINI'S COMMENTS ON POSSIBLE SHOW APPEARANCE: "DOUBTFUL."

My Comments: Well, he could be an interesting character. His origin story in the comic books was excellent, but most of his later appearances were so-so.
I'd imagine this character as a 'pied piper' sort with a cockney British or a Scottish accent.

POSSIBLE VOICE ACTOR CHOICE: Johnny Rotten
If he'd do it, the Sex Pistols' frontman would be terrific as the vicious nasty Ratcatcher. The man is a living Bat-villain already!

COMIC ORIGIN
REAL NAME: Otis Flannegan
FIRST APPEARANCE: Detective Comics #485
ORIGIN: Flannegan, a ratcatcher for the Gotham City Sanitation Department, learned how to train rats to attack victims on his commands. Flannegan killed a man in a street brawl and was convicted for murder. As a result he served ten years in prison. Two months after his release, Flannegan kidnapped several key figures involved in his prosecution and for nearly five years he kept them all imprisoned in cells hidden underground in Gotham's sewer system. Flannegan himself lived in the sewer system, training his army of rats. Flannegan called himself the Ratcatcher. Investigating, the Batman sighted the Ratcatcher and pursued him into the sewers. Following a difficult struggle involving hordes of rats, Batman managed to apprehend the Ratcatcher. Since then, the strange individual has returned several times to plague the city.
