Morey Bench used to date Mary Jane Watson in high school, until he was kicked out of school and forced to join the Navy by his parents. While in the service, a freak accident dragged him to the bottom of the ocean and his body was covered in a strange chemical, giving himt he ability to turn into water and control any liquid nearby. Returning into her life, he used these new powers to commit robberies to impress Mary Jane, quickly becoming obessed with her. He began stalking her in order to force her into a relationship, but she was able to defeat him with the help of Spider-Man.

A clone of Hydro-Man later appeared but eventually fell apart, literally, due to Dr. Miles Warren's unstable cloning process which created him.
