Bio: After losing the election to The Penugin, Hill
retired to Bludhaven in a small apartment. Though he led a quiet
life, things heated up when The Riddler appeared on his
doorstep, with a knife in his back. Batman and Nightwing took it
from there and formulated a theory that could lead to The
Penguin's downfall as Mayor.
