Bio: No one was more surprised than Batman when The
Penguin won the vote in Gotham City, but Cobblepot couldn’t have been more pleased. He had turned himself around from a hated villain to a respectable night club owner to, finally, the mayor of Gotham City. One of Penguin’s first few acts as Mayor was to smoke out
Batman. Wanting to rid himself of this pesky menace once and for all, Penguin ordered the GPD to take Batman down at any means necessary.
Everything seemed to be going all right for The Penguin until
Batman hired Riddler to investigate his election. While Riddler never found any concrete evidence of what had happened, Batman took a wild guess and threw it at Penguin–on live television.
Penguin reacted just how Batman wanted him to, going wild and saying things that he shouldn’t. This outburst forced Penguin to resign, stating that he wanted the dignity of "going out himself" instead of being kicked out.
Though his methods of running the city may have been queer, The
Penguin did seem to generally want to help the people of
Gotham–or maybe that was just a ploy as well…
